[NLP2RDF] Guidelines for RESTful NIF-based services

Dear all,

whatever makes sense or not, the current version of the guidelines show 
how to layer NIF-based services over plain http as a RESTful service.

I am not knowledgeable enough to comment on WebSockets but we can 
discuss about enriching the guidelines later on.
