[Qrowd] New section 3.1

Dear all,

Elena revised the entire section 3.1 (WPs), which is now uploaded to Grips.

This can now be used to add person months to the respective tables.

I will add the Pert chart and description around it in 3.1 and integrate 
a new version of the entire proposal afterwards.
