[Qrowd] explicit consent on proposal (Unister)

‒ Unister to participate in the QROWD proposal
‒ the content of the QROWD proposal
‒ Martin Kaltenböck (Semantic Web Company, SWC) to act as the Coordinator and submit the QROWD proposal

‒ is fully eligible in accordance with the criteria set out in the specific call for proposals; and
‒ has the financial and operational capacity to carry out the proposed action
