[NLP2RDF] New NIF document

Hi all,
here is the same again, but this time a little bit more mature.
While the other document rather described the change and different 
variants, this one describes the most promising way for NERD. Feedback 
is always welcome. There are still many things that need to be 
clarified, such as actual retrieval of documents and also how to set 
different contexts in relation and how to model changing text and also 
ambiguity (the shorter the context string the greater the potential 
ambiguity).
