[NLP2RDF] NIF 3.0 dev sprint starting

Dear all,
as we are advancing with the FREME project (http://freme-project.eu/) we
feel that it is the right time to tackle some issues of NIF 2.0 which
make NIF simpler and easier to use.
So the roadmap is to change the ontology first and then update
implementations and corpora.
Milan, Markus, Martin and me put together a document showing the changes:

We consider most of them a clear imrovement, reducing the size of NIF a
lot and fixing ambuigities.
The most pressing discussion points are:
1. rename nif:referenceContext to nif:context for simplicity
2. move to a W3C community group or even working group
3. move the ontology to a w3c namespace, e.g. http://w3.org/nif-core#
