Yes, or we keep it stable while developing, since I would consider the "we
make it instable"-attitude some kind of undesirable. Nevertheless, there might
be big changes we are not aware that they make our default branch unstable.
But those things we are not sure about, I would put into an extra branch, and
when stable => merging to default.
BTW: I need an offline oxford thesaurus :)
