[ORGA-SEMANTiCS-2020-EU] Next steps of the 2020 R&I track?

Hi Victor, Tassilo, everyone,
this is mostly relevant for the general chairs and anyone involved in
the R&I and special tracks, but I am using the list, hopefully no one
thinks it generates too much "spam".
I had an e-mail exchange with Paul today, discussing a few next steps
for the R&I track(s).
Since the abstract deadline is approaching (18th) I took a look in
EasyChair, and so far we have 9 abstract submissions for the R&I tracks
(including special tracks). Of course, we all know that most submissions
come at the last minute, but just FYI.
However, this got me thinking about the next steps, which in turn raised
a few questions.
First one: I assume we will do the already planned deadline extension?
When do we announce it? Me an Paul were thinking of this Friday as a
good time, but can we "schedule" that to happen already (immediately
now, or on Friday), or do we then have to contact whoever will actually
post it on the website/social media/EasyChair etc.? And who notifies the
PC members in EasyChair of the new dates?
Second, I guess that we should open the bidding for papers by the PC
members right after the abstract deadline has passed (so on April 25th,
with the new deadline), which means that also this is the time when we
decide if we have got a "sufficient number of submissions", right?
I really hope we will get a reasonable amount of good submissions, but
worst case we will only get a few of them, and I would not want to
bother reviewers with just a handful of crappy submissions, and keep the
few good ones "locked into" our review process for a month, if in the
end we need to reject most of them and we have to cancel the whole thing
anyway due to lack of papers to accept. Do we have already some plan for
such a worst-case scenario from the general chairs? Do we plan a call at
this point in time to discuss, e.g. with all the special track chairs as
well? Or are you simply leaving it up to me and Paul to make a decision
on the fly, when we see the number of abstracts/papers and look through
them?
Hopefully we will not end up in that scenario, but just want to be
prepared, and have some decision dates put into my calendar.
