[NLP2RDF] Guidelines for RESTful NIF-based services

Hi Philipp,
I still am on vacation as I told you on semantics. I will be back in
October. I guess Sebastian is occupied otherwise so no official maintainer
is able to comment. Ciro could take a look at it before my return and could
give a few preliminary comments, though.
