[Qrowd] outline of sections 1.3 and 1.1

Hello again,

as discussed in the call I have uploaded a first draft of Section 1.3 to 
the wiki. You can find it at 
https://grips.semantic-web.at/download/attachments/51809713/conceptandapproach.docx. 
Note that in Section 1.3.4 we start with a general description of the 
business case (clean data means better data services), followed by a 
description of the two scenarios, followed by the individual plans of 
the industry partners.

There is also a first draft of Section 1.1 at 
https://grips.semantic-web.at/download/attachments/51809713/objectives.docx 
in case you'd like to have a first impression of the line of reasoning I 
will be pursuing. I have also added a table with the check list from the 
technical background notes.
