[Qrowd] work packages and objectives

Hi Andreas,

that item on the expected impact list refered specifically to the CSA on 
data analytics skills that is included in the same call. This is why I 
think we do not have to address it in Section 2.1

We should nevertheless take the opportunity to think about training 
activities, a collection of webinars on data quality could be 
interesting. Equally, consultation services for data holders or users, 
similar to the open data certificates of the ODI.
